About the Library:

Following the Decree no. 68 of February 25, 1977 adopted by the Council of Ministers of BSSR, the Republic Scientific Technical Library (RLST) was founded on March 1, 1977 on the basis of the Scientific Technical Library of the Belarusian Institute of Scientific Technical Information and Technical Economic Research. The basic objectives of the new library were further development of scientific technical information system; improvement of information and bibliographic services offered to  enterprises, scientific-research institutes and project organizations, scientists, engineers, and innovators; raising the level of methodical management of the network of technical libraries of the country.

On January 1994, aiming to improve the quality of information services offered to scientists and experts of regional scientific and production sphere the Council of Ministers of Belarus decreed that regional scientific technical libraries be established in Brest, Vitebsk, Gomel, Grodno and Mogilev as regional branches of the Republic Scientific Technical Library.

RLST is under the jurisdiction of the State Committee on Science and Technology of the Republic of Belarus.

Republic Scientific Technical Library is a republic-wide depository of domestic and foreign literature on engineering, technology, industry economics and related sectors. It is a national storage of Belarusian patent documents (Paris Convention for the Protection of Industrial Property of 1993), normative documents on standardization and industrial catalogues.

The mission of RLST is to promote the development of scientific technical sphere of Belarus by organizing the maximum access to its own, republican, and international information resources to the users throughout Belarus.
RLST primary activities are:
          • bibliographic, information, and library services for the experts of scientific technical and industrial spheres of Belarus, ministries and institutions, industrial enterprises, scientific-research and project and developing organizations, as well as for inventors, rationalizers, engineers, experts in patents, standardization, metrology, and certification, instructors and postgraduate students of technical colleges;
          • providing free access to the international and national information resources on engineering, technology, industry economics, and related sectors;
          • forming the most complete collection of domestic and foreign literature on engineering, technologies, industry economic, and related sectors, patent documents collection, normative documents on standardization, and industrial catalogues;
          • creation of data bases on the most important trends in engineering, technology, industry economics, and related sectors;
          • maintaining the reference and bibliographic division, creating electronic catalogues, including a summary catalogue on scientific technical literature and documents and providing Internet access to them;
          • providing users the access to RLST reading rooms to work with the books from the library collection, the books provided via interlibrary loan, as well as the copies of documents including electronic versions;
          • coordinating the work of regional RLST branches;
          • implementing organizational supervision of scientific technical libraries, patent and standardization services in the field of work with the collections of scientific technical documents.
Annually, the library provides access to about 3 million documents and copies to over 160,000 individuals, more than 2,000 enterprises and institutes. RLST readers actively use the library collections and services including about 70 library information services related to copying and scanning documents, obtaining publications via interlibrary loan, and more.

In RLST, there are nine specialized reading rooms, which provide any document from the RLST collection and enable the readers to access the available data bases. For the prompt access to the world information resources on engineering and technologies RLST provides a free access to the Internet in several reading rooms, conducts workshops and training for librarians, information and other services in the Internet-center.
