Measures on sustainable development
One
of the first steps undertaken by United Nations Organization (UNO) for overcoming
the global problems of mankind was "The Conference on human measurement"
that was held in Stockholm in 1972. Socio-economic model under which the world
had been developing was declared unacceptable and threatening the very existence
of life on the Earth. In 1992 UNO celebrated the 20th anniversary of
Stockholm Conference by holding International Conference on Environment and Development
in Rio-de-Janeiro where the program for sustainable development was adopted -
"The agenda for XXI Century". Sustainable development
(SD) – is a development when satisfying the needs of the current generation
is carried out without limiting the opportunities of the next generations to satisfy
their needs. The intermediate summation of this global strategy was
done at the World summit "Rio + 10" in 2002 in the Republic of South
Africa (Johannesburg) where it was pointed out that the world community continues
to move on scenario of unsustainable development.
At the same time the
national bodies responsible for the questions of sustainable development were
created in many countries of the world (commissions at the heads of states, at
the governments) as well as the national (countries') strategies for sustainable
development were developed. It was also pointed out at the conference in Rio that
the best results for the last decade were achieved in the sphere of elaborating
the local strategies for sustainable development. Exactly the Local agendas for
the XXI century may become a mechanism for realization the global task of transition
to a nature-compatible alternative existence of mankind.

National strategy for sustainable development of the Republic of Belarus
for the period till 2020. NSSD - 2020 predetermines the ways of transformation
the Byelorussian society that must be worked out in detail in the planning and
forecasting documents of the Republic, acting in more narrow time intervals or
having a branch character. Such plans are approved by the President or the Council
of Ministers of the Republic of Belarus. Among them - "The main trends of
socio-economic development of the Republic of Belarus for the period till 2010",
"Program of socio-economic development of the Republic of Belarus for the
period 2001-2005", "Complex forecast of scientific-technical progress
for the period 2001-2020", "Program of development of industrial complex
of Belarus for the period 1998-2015", "Program of structural reconstruction
and improvement of competitiveness of the economy of the Republic of Belarus",
"Concept of national security of the Republic of Belarus" and other
having a special purpose and branch programs. NSSD - 2020 focuses on
the features of the forecast period, further realization of "Agenda for XXI
century", harmonization of social, economic and ecological development as
of equal value mutually complementing components in the indivisible balanced complex
"a human-being - the environment - economy". In May 2004 in
the framework of International action "A week of sustainable development
in the Republic of Belarus" The Library on sustainable development
was opened on the base of Information centre of the Republican Library for Science
and Technology (RLST). Leaders of the United Nations Development Program (UNDP)
Project "Elaboration of the National strategy for sustainable development
of the Republic of Belarus for the period till 2020" (Oleg Sivograkov, project
manager), Department of public information of UN Representation Department of
public information of UN Representation in the Republic of Belarus (Victor Radivinovskij,
head of the Department) and the Republican Library for Science and Technology
(Raisa Sukhorukova, RLST director) took the lead in the creation of the Library
.
The aim of the Library on Sustainable Development:
- centralized forming, classification and processing of domestic
and foreign information in the sphere of sustainable development with the use
of new technological decisions; - wide informing about the
resources of the Library on Sustainable Development and the measures of RLST on
the questions of sustainable development; - providing openness
and facility of access to information on sustainable development; -
raising the interest of wide public to the problems of ecological, economic and
social well-being of people; - popularization of the ideas
of sustainable development in Belarus.
Literature and documents for the Republican Library for Science
and Technology are provided monthly by the Department of public information of
the UN Representation in the Republic of Belarus and by the leaders of various
UN programs working on the territory of Belarus.
As a result of regular
replenishments the fund of the Library on sustainable development contained 892
copies on 01.01.2006 and it includes domestic and foreign books and periodicals.
There are materials on the questions of sustainable development of nature and
society, economy of wildlife management and resources conservation, on climatic,
earth, biological and water resources, science, new technologies, on the questions
of health protection, upbringing, education, ecology security, ecology expertise,
waste management and etc.
On the basis of the publications of the Library
on sustainable development RLST generates the electronic resource.
One
can work with the literature from the fund of the Library on sustainable development
and make use of the data base in Information centre of RLST (room No. 607) from
9 a.m. till 17.30 p.m. on weekdays; tel.: 201-30-74.
The branches of the
Library on sustainable development are also created in oblast scientific-technical
branch libraries of RLST. They include the similar editions and electronic resources.
RLST branches:
Data base "Sustainable development" includes bibliographic records on
domestic and foreign books and articles, provided for RLST by the Department of
public information of the UN Representation in the Republic of Belarus and other
programs and projects on sustainable development of the nature and society, protection
of health, demographic policy, ecological education, upbringing, education, ecology
security, ecology expertise, waste management, economy of wildlife management
and resources, climatic, land, biological, water resources, science, new technologies
and etc.
It numbers about 900 records. One can search information according
to the following parameters: author, title, collective author, series' name, key
words, publishing house, year of publication, place of publication, country, title
of a source. It covers the period 1994-2005. Renovation period - continually.
Languages - Russian, Byelorussian, foreign. One can make use of the data base
"Sustainable development" in the Information centre of RLST (room 607,
tel. 201-30-74) as well as in oblast scientific-technical branch libraries of
RLST.

Sustainable development events held on the basis of RLSTMonthly
the expositions of recent acquisitions of literature and documents on sustainable
development issues as well as tutorials, roundtables, scientific cafes are held
at the Information Centre at RLST. Within the framework of these events it's possible
to consult with the experts in the field of national strategy of sustainable development
.

• January 12-29, 2009
On January 12, 2009 an exhibition of literature from the Sustainable Development Library collection entitled, "The Year 2009 is the International Year of Natural Fibres" opened..
The International Year of Natural Fibres is celebrated in 2009 and will be coordinated by FAO (Food and Agriculture Organization) and managed by the International Steering Committee, with representatives from various fibre organizations. The objectives is this year are:
- raise awareness and stimulate demand for natural fibres;
- promote the efficiency and sustainability of the natural fibres industries;
- encourage appropriate policy responses from governments to the problems faced by natural fibre industries;
- foster an effective and enduring international partnership among the various natural fibres industries.
Cotton, wool, silk, jute, flax, sisal...
Natural fibre producers provide workplaces for millions of people and contribute to improvement of ecology of our planet.
The exhibition features about 100 units. Many were presented to the library by the UN Office in Belarus, Support Program for Belarus of German Federal Government, Franco-Belarusian department, and nongovernmental organizations. You can work with books, leaflets, and magazines, which illustrate the subject. All readers interested in it are welcome to visit the exhibition.

An exhibition titled, "Joy of the Word," which features editions from the Sustainable Development Library collection was organized in RLST to mark the International Mother Language Day.

February 21 has been celebrated by UNESCO since 2000 to contribute to language and cultural diversity. Language is the most effective means of preservation and development of our material and spiritual heritage. The efforts taken to popularize mother languages contribute not only to language diversity and education, but also, to understanding of linguistic and cultural traditions in the world and consolidation of solidarity based upon tolerance and the dialogue.
The exhibition features over 80 magazines, books, brochures, international conferences' materials in Russian, Belarusian, English, German, and French languages from the collection of the Sustainable Development Library. These are, for example, UN Bulletin, UN Chronicle, conferences' documents, and more.
Many editions came to the library from UN Office, Support Program for Belarus of German Federal Government, Franco-Belarusian department, and nongovernmental organizations.
All interested in the subject are welcome.
• February 26, 2009
On February 26, Republic Scientific Technical Library, Support Program for Belarus of German Federal Government, and Living Partnership International Humanitarian Foundation, co-organized a meeting of an academic cafe on sustainable development entitled, "Climate Change – Education Change." Among the issues considered by the participants were biomonitoring, biological indicators in climate change, implementation of Kyoto protocol in Belarus, natural ecosystems in Belarus and their role in climate balance of the country and the planet, and other. The participants were particularly interested in the report on self-education of population in ecology and energy saving presented by Vasili Molochkov, director of Mogilev Technology Park. A documentary about energy saving in offices and houses was demonstrated.
• March 2 – 30, 2009
An exhibition entitled, "Water for Life" dedicated to the International Day of Water Resources celebrated yearly on March 22, opened in the Republic Scientific Technical Library. The exhibition features literature from the collection of the Sustainable Development Library.

Life is not possible without water. Water means a lot for sustainable development including natural environment preservation and decrease of scale of poverty and hunger. In December 2003, the General Assembly of the United Nations announced the International Decade for Action 2005-2015. The aim of it was to encourage efforts directed at implementation of international obligations related to water and water supply issues. These obligations include the aims proclaimed as part of the UN Millennium Declaration such as to reduce by half the number of people who don't have access to freshwater and to stop environmentally unstable exploitation of water resources. The subject is covered in the following documents and periodicals: UN Bulletin; UNDP Human Development Report 2002, 2003; UNDP provides Belarus access to sources of knowledge, experience, and resources to help people build better life. A lot of interesting information can be found in UN Chronicle, a magazine, which UN Office in Belarus regularly provides. In the magazines, the information about Belarusian water resources is given and also, many issues of interest to our readers are covered.
• April 1 – 30, 2009
Since April 1, 2009 an exhibition Sustainable Development for Healthy Nation, which features literature from Sustainable Development Library collection has been available in the Information Center (Room 607). The event is dedicated to the World Health Day celebrated on April 7 since 1950.
On this day health care nongovernmental organizations organize events to draw people's attention to the problems of health protection and strengthening. Implementation of long-term educational programs begins to fight against dangerous threats to health caused by climate change or environment degradation, AIDS, bird flu, other risks such as extraordinary situations in the field of public healthcare, which may cause the fatal consequences for people, society, and economics of the world.
Among the editions represented at the exhibition there are UN Bulletin, UNDP Provides Belarus with Access to Knowledge, Experience, and Resources to Help Them Build Better Life, Human Development Reports for 2002 and 2003. A lot of interesting information is available in UN Chronicle journals, which UN Office in Belarus regularly provides for the library. Such subjects as AIDS global epidemic, post-Chernobyl period and others are widely covered too.

• April 15, 2009
On April 22, 2009 at 4:00 p.m. Republic Scientific Technical Library will conduct a seminar entitled, "Ecological, Rational, Resource-Saving Approach in the Sphere of Water Relations." The seminar will take place as part of the Water 2009 Congress (Belexpo Exhibition Center, conference hall 2, Yanka Kupala street 27, Minsk).
Among the participants of the seminar there will be representatives of the Ministry of Housing and Communal Services, Republic Center of Hygiene, Coca-Cola Beverages Belarus, Minsk State Sakharov Ecological College, and Ecoproject Partnership.
The seminar is dedicated to implementation of the state program of water supply and disposal and practical solution of the main objective of the International Decade for Action Water for Life announced in 2005, which is to stop arbitrary exploitation of water resources.

On April 22, Republic Scientific Technical Library conducted a seminar entitled, "Ecological, Rational, Resource-Saving Approach in the Sphere of Water Relations," which took place as part of the Water 2009 Congress (Belexpo Exhibition Center, conference hall 2). The event was dedicated to implementation of the Clean Water State Program on Water-Supply and Disposal (2006-2010) and practical solution of the main objective of the International Decade for Action Water for Life announced in 2005, which is to stop arbitrary exploitation of water resources. E.Guseva, chief librarian of RLST Marketing Department, presented RLST collection of titles related to ecology and water resources conservation. Among the participants of the seminar there will be representatives of the Ministry of Housing and Communal Services, Republic Center of Hygiene, Coca-Cola Beverages Belarus, Minsk State Sakharov Ecological College, and Ecoproject Partnership.
• May 4 – 29, 2009
A thematic exhibition titled, "Global Climate Changes – Decrease of Biological Diversity" opened on the eve of the International Day for Biological Diversity in the Informational Center of the Republic Scientific Technical Library. The exhibition displays the titles from the collection of the Sustainable Development Library.
Biological diversity is a factor, which serves as a basis for sustainable development and ensures protection of the society from aftereffects of unforeseen upheavals. According to the Millennium Ecosystem Assessment, climate change is likely to become the dominant direct driver of biodiversity loss by the end of the century.
In order to draw public attention to the world problem, to intensify understanding of biological diversity issues, and to raise people's awareness in this field, UN General Assembly sanctioned the international holiday to be marked on May 22.
The literature presented at the exhibition illustrates relations of people and nature, biological diversity and factors, which cause its loss, AIDS epidemics, post-Chernobyl period, and many other issues.

From May 4 to 29, 2009, a new exposition called, "Equipment and Automation Systems for Power Enterprises" will work as part of the permanent exhibition on energy saving in the Informational Center of the Republic Scientific Technical Library.
The exhibition features titles from the collections of RLST scientific technical literature and the Sustainable Development Library.
Experts of power energy enterprises and all interested in the issues of energy saving and the equipment and automation systems are welcomed to visit our exhibition.

• June 3, 2009
From June 1 to 29, 2009 a thematic exhibition titled, "Environment is Our Responsibility" will work to mark the World Environment Day.
The exhibition features over 120 titles of magazines, books, brochures, and international conferences' materials from the Sustainable Development Library in Russian, Belarusian, English, German, and French.
This day is commemorated yearly to enhance the attention of the world community to the problems of the environment, to contribute to sustainable development of regions, cities, and rural areas, to preserve and renew natural resources, to establish partnership for the sake of sustainable development, and to create a new approach to nature-conservative issues for new generations. The visitors can get acquainted and work with the print materials offered at the exhibition. We invite academics, teachers of colleges, schools, and lyceums, students and all interested in the subject.
