Measures on sustainable development
One
of the first steps undertaken by United Nations Organization (UNO) for overcoming
the global problems of mankind was "The Conference on human measurement"
that was held in Stockholm in 1972. Socio-economic model under which the world
had been developing was declared unacceptable and threatening the very existence
of life on the Earth. In 1992 UNO celebrated the 20th anniversary of
Stockholm Conference by holding International Conference on Environment and Development
in Rio-de-Janeiro where the program for sustainable development was adopted -
"The agenda for XXI Century". Sustainable development
(SD) – is a development when satisfying the needs of the current generation
is carried out without limiting the opportunities of the next generations to satisfy
their needs. The intermediate summation of this global strategy was
done at the World summit "Rio + 10" in 2002 in the Republic of South
Africa (Johannesburg) where it was pointed out that the world community continues
to move on scenario of unsustainable development.
At the same time the
national bodies responsible for the questions of sustainable development were
created in many countries of the world (commissions at the heads of states, at
the governments) as well as the national (countries') strategies for sustainable
development were developed. It was also pointed out at the conference in Rio that
the best results for the last decade were achieved in the sphere of elaborating
the local strategies for sustainable development. Exactly the Local agendas for
the XXI century may become a mechanism for realization the global task of transition
to a nature-compatible alternative existence of mankind.

National strategy for sustainable development of the Republic of Belarus
for the period till 2020. NSSD - 2020 predetermines the ways of transformation
the Byelorussian society that must be worked out in detail in the planning and
forecasting documents of the Republic, acting in more narrow time intervals or
having a branch character. Such plans are approved by the President or the Council
of Ministers of the Republic of Belarus. Among them - "The main trends of
socio-economic development of the Republic of Belarus for the period till 2010",
"Program of socio-economic development of the Republic of Belarus for the
period 2001-2005", "Complex forecast of scientific-technical progress
for the period 2001-2020", "Program of development of industrial complex
of Belarus for the period 1998-2015", "Program of structural reconstruction
and improvement of competitiveness of the economy of the Republic of Belarus",
"Concept of national security of the Republic of Belarus" and other
having a special purpose and branch programs. NSSD - 2020 focuses on
the features of the forecast period, further realization of "Agenda for XXI
century", harmonization of social, economic and ecological development as
of equal value mutually complementing components in the indivisible balanced complex
"a human-being - the environment - economy". In May 2004 in
the framework of International action "A week of sustainable development
in the Republic of Belarus" The Library on sustainable development
was opened on the base of Information centre of the Republican Library for Science
and Technology (RLST). Leaders of the United Nations Development Program (UNDP)
Project "Elaboration of the National strategy for sustainable development
of the Republic of Belarus for the period till 2020" (Oleg Sivograkov, project
manager), Department of public information of UN Representation Department of
public information of UN Representation in the Republic of Belarus (Victor Radivinovskij,
head of the Department) and the Republican Library for Science and Technology
(Raisa Sukhorukova, RLST director) took the lead in the creation of the Library
.
The aim of the Library on Sustainable Development:
- centralized forming, classification and processing of domestic
and foreign information in the sphere of sustainable development with the use
of new technological decisions; - wide informing about the
resources of the Library on Sustainable Development and the measures of RLST on
the questions of sustainable development; - providing openness
and facility of access to information on sustainable development; -
raising the interest of wide public to the problems of ecological, economic and
social well-being of people; - popularization of the ideas
of sustainable development in Belarus.
Literature and documents for the Republican Library for Science
and Technology are provided monthly by the Department of public information of
the UN Representation in the Republic of Belarus and by the leaders of various
UN programs working on the territory of Belarus.
As a result of regular
replenishments the fund of the Library on sustainable development contained 892
copies on 01.01.2006 and it includes domestic and foreign books and periodicals.
There are materials on the questions of sustainable development of nature and
society, economy of wildlife management and resources conservation, on climatic,
earth, biological and water resources, science, new technologies, on the questions
of health protection, upbringing, education, ecology security, ecology expertise,
waste management and etc.
On the basis of the publications of the Library
on sustainable development RLST generates the electronic resource.
One
can work with the literature from the fund of the Library on sustainable development
and make use of the data base in Information centre of RLST (room No. 607) from
9 a.m. till 17.30 p.m. on weekdays; tel.: 201-30-74.
The branches of the
Library on sustainable development are also created in oblast scientific-technical
branch libraries of RLST. They include the similar editions and electronic resources.
RLST branches:
Data base "Sustainable development" includes bibliographic records on
domestic and foreign books and articles, provided for RLST by the Department of
public information of the UN Representation in the Republic of Belarus and other
programs and projects on sustainable development of the nature and society, protection
of health, demographic policy, ecological education, upbringing, education, ecology
security, ecology expertise, waste management, economy of wildlife management
and resources, climatic, land, biological, water resources, science, new technologies
and etc.
It numbers about 900 records. One can search information according
to the following parameters: author, title, collective author, series' name, key
words, publishing house, year of publication, place of publication, country, title
of a source. It covers the period 1994-2005. Renovation period - continually.
Languages - Russian, Byelorussian, foreign. One can make use of the data base
"Sustainable development" in the Information centre of RLST (room 607,
tel. 201-30-74) as well as in oblast scientific-technical branch libraries of
RLST.

Sustainable development events held on the basis of RLSTMonthly
the expositions of recent acquisitions of literature and documents on sustainable
development issues as well as tutorials, roundtables, scientific cafes are held
at the Information Centre at RLST. Within the framework of these events it's possible
to consult with the experts in the field of national strategy of sustainable development
.

On February 26, 2010 an academic cafe meeting entitled, "Territory Marketing for Sustainable Development" took place in the RLST Information Center. The event was co-organized by the Support Program for Belarus of German Federal Government, the Living Partnership International Humanitarian Fund, and the Republic Scientific Technical Library. The following organizations took part in the meeting: the Global Compact, a UN Initiative in Belarus, humanitarian technology agencies, CASE Belarus, a center for social and economic research, the Support Program for Belarus of German Federal Government, East European Political Research School , the Coordination Center "Education for Sustainable Development," Sakharov Ecology University, and NGO Rural Recreation.
Raisa Sukhorukova, RLST director, opened the meeting. Astrid Sahm, head of the Support Program for Belarus of German Federal Government, director of the Johannes Rau International Educational Center, and Galina Matyushenko, executive director of the Living Partnership International Humanitarian Fund, greeted the participants.
The following reports were presented:
Territory marketing as a Tool for Competitive Recovery (Taisia Eletskih, a chief adviser of the Global Compact, a UN Initiative in Belarus,);
Specific Character of Territory Marketing of Different Levels (district, locality, town, etc.). Major Elements of Municipal Marketing. Belarusian Cities’ Rating. (Tatiana Vodolazhskaya, an expert of the Humanitarian Technology Agency, sociologist, Dmitry Bobitsky, an expert of CASE Belarus, a center for social and economic research);
Territory Marketing and Local Agenda – 21 (Oleg Sivograkov, an expert of the Support Program for Belarus of German Federal Government, an adviser of the UNDP project Sustainable Development at Local Level.
Territory Branding. Brand Formation and Promotion. Climatic Neutrality as an Indicator of a Region’s Positive Image. Brand Usage in Agro and Eco-Tourism for the Territories' Development (Irina Bugrova, a coordinator of the Support Program for Belarus of German Federal Government, an expert of the East European Political Research School; Irina Semko, head of the Coordination Center "Education for Sustainable Development," Sakharov Ecology University).

On February 15, 2010 RLST librarians took part in a meeting of an academic cafe dedicated to education for sustainable development. The event was co-organized by the Support Program for Belarus of German Federal Government and the representative office of the German Association of People's Universities in Belarus. During the meeting, the participants presented their successful projects related to education for sustainable development, discussed the draft of the National Action Plan on Implementation of Strategy of the United Nation Economic Commission on Education for Sustainable Development in Belarus in 2010 – 2014.

From February 1 to 25, a new exposition called, "New Energy Saving Technologies" will be open in the RLST Information Center.
Energy saving is one of the priorities of policy of both the state and any company that works in the fields of production or services. It is well known that the wide introduction of new energy saving technologies help to solve several tasks at a time: to save a considerable portion of energy resources, to solve the problems of the housing sector, to increase the production efficiency, and to decrease the environmental load. The books and periodicals from the RLST and the Sustainable Development Library collections underline the complex approach to the problem of energy saving. These are such magazines as Energy and Fuel and Energy Complex, Energy Saving, The Economics of Belarus, Power Efficiency, Energy Saving and Water Treatment, Energy and Management, World Power Engineering, Science and innovations, Chief Power Engineer, Heat and Power Energy, Energy Expert, Energy Economy. Also, there are the books: Energy and Energy Saving Equipment, Energy Saving in the Housing Sector, Intense Energy Saving in Industrial Heat Technologies, Power Efficient Industrial Technologies, Your New House. From January 4 to 28, 2010 a thematic exhibition entitled, "2010 – the International Year of Biodiversity" featuring the literature from the Sustainable Development Library will take place in the RLST Informational Center. The problem of preservation of biodiversity infringes on the interests of all people. The biological resources constitute the foundation, on which the civilizations are built. The loss of diversity issues a threat for the food stocks, recreation and tourism, and the sources of wood, medicine, and energy. It also violates the most important ecological functions. On December 20, 2006 the UN General Assembly declared 2010 to be the International Year of Biodiversity to remind the states to achieve by 2010 a significant reduction in the current rate of loss of biological diversity, to pay attention to this problem to inform the wide public to the world problem of the continued loss of biodiversity, to increase awareness of the biodiversity issues and sustainable use of biological resources.
The subject of the exposition is covered in such domestic and foreign books and periodicals as The National Strategy of Sustainable Social and Economic Development of Belarus until 2020, The National Report on the Environment of Belarus, The Strategy of Sustainable Development of Disna Region, Biosphere Compatible Use of Forest and Marsh Ecosystems (World Tendencies and Belarusian Experience), Tradition Unbound. New Efforts to Stop Hunger and Save Biodiversity, The Bulletin of the World Meteorological Organization: 2001-2007, The Global Nature-Conservative Conventions: Belarusian Experience, Local Business for Global Biodiversity Conservation, Biodiversity & Global change. Social Issues and Scientific Challenges, and more.
Such magazines as UN Chronicles, Asia-Pacific Perspectives, Ecology, Finance and development, UN Bulletin, Unasylva provide a lot of interesting information about the relations between people and nature, biodiversity protection, sustainable use of biological resources, creation of mechanisms of improvement, development, and sustainable use of biotechnologies. The library regularly receives these and other titles as a gift from the UN Office in Belarus.
